About 'Hellenic Open University, Greece' : The Hellenic Open University was founded in 1992 in Patras, but remained defunct until 1997 at which time legislation was enacted (Act 2552/97) regarding its operation. The first cohorts of students were admitted in 1999. Further legislation amended the operation of the university by further specifying inter alia its scope, admissions, tuition and academic recruitment procedures (Article 14 of Act 2817/2000, Article 3 of Act 3027/2002 and Article 13 of Act 3260/2004).

COURSE FOCUS AND OBJECTIVE-

Distance learning is a mode of delivering education and instruction to students who are not physically present in a traditional setting such as a classroom. Distance learning provides "access to learning when the source of information and the learners are separated by time and distance, or both. This method is used by the HELLENIC OPEN BUSINESS ADMINISTRATION, the HOBA network, and Maharshi VedVyas International Virtual Vedic University to offer the HOBA short training program in Business Administration. All training programs are 100% distance learning, since the evaluation of the participants (eg, their TEST) takes place, too, in their place. Past experience has shown that the need for training in business administration is increasing across all spectrum of social and professional life. The methodology which is used by this program and its participation cost make it even more appealing. English is the language in which the HOBA training programs are offered. This is an advantage for all non English native speaking participants, since they will be able, too, to prove their proficiency in English to their current or future employers.

The main characteristics of the HOBA training program are:

All programs are flexible, in the sense that the methodology used enables a participant to choose the time and the "place" (as long as there is a computer connected to the internet) who wishes to attend his or her program.

During the period of the program, trainees are authorized to access the ELECTRONIC LIBRARY of the program (the directory entitled «LIBRARY_STUDY MATERIAL»), where they can find all the educational material required for their study in electronic form (PDF format, etc). Participants will be able to download and print their studying material if they wish.

Trainees have to work on their educational material, which is included in their ELECTRONIC LIBRARY, following the STUDYING SCHEDULE and given the support-guidance of their teacher.

Every week a participant has to study the educational material, which is specified in his or her ELECTRONIC LIBRARY.

By the starting date of a program, a participant has access to the educational material (for all program’s weeks), which is needed to complete his or her program together with all necessary instructions.

For the programs in MANAGEMENT, MARKETING, and STRATEGIC MANAGEMENT: participants have to take one TEST for their evaluation.

For the miniMBA program: participants have to take 3 TESTS and write an ESSAY for their evaluation.

Participants can take their tests in the weekend of the weeks specified in the STUDYING SCHEDULE. The participants can choose whether they take their TEST on Saturday or Sunday of the specific weekend; they can also choose the time of their preference.

The reading material (which is all given in the ELECTRONIC LIBRARY) is classified as either OBLIGATORY or OPTIONAL. OPTIONAL is the additional material which is recommended for reading or watching from those who have the time and want to work more on the subject. The TEST of the program is on the OBLIGATORY material.

Participants are expected to spend from a minimum of 6 hours to a maximum of 12 hours per week on the training program.

Participants are expected to devote their time to the study of the educational material, which is given in their ELECTRONIC LIBRARY, following their specific STUDYING SCHEDULE (which is presented in the next) and the support and guidance of their professor.

EXAMINATION-

Final examination will conducted by Maharshi VedVyas International Virtual Vedic University; Exam will be online.

COMPLETION OF THE PROGRAM – AWARD OF THE HOBA CERTIFICATE-

Following the assessment of the completion of the program, participants receive an official CERTIFICATE. The assessment of the completion of the program is based on participants’ test performance (and on essay for the miniMBA). The Certificate states that the total number of teaching hours is 85 for the programs in MANAGEMENT, MARKETING, STRATEGIC MANAGEMENT, and 300 for the miniMBA.. To complete his or her program, a participant must have an over 50% performance in his or her TEST (over 5 in the 0-10 scale) for the programs in MANAGEMENT, MARKETING, and STRATEGIC MANAGEMENT. For completion of the miniMBA program, a participant must have an average performance over 50% (over 5 in the 0-10 scale). Where TESTS and ESSAY are equally weighted; that is, the performance in each one of the 3 TESTs is weighted by 25%, and the ESSAY is weighted by 25%, too.

1. University graduates (non-majored in management, marketing or business administration but needed it for their work, profession, personal development, professional development, CV improvement etc)

2. High school graduates with relevant work experience

For example, the program is suitable for:

*A civil engineer who wants to participate in the management training program for his professional development.

*A high school graduate who works as an office employee and wants to be promoted in an entry level manager.

*A teacher who runs a private school and has no previous managerial education.

*A person who wants to start his own business and has no university degree in business administration.

*A manager who wants to participate in a training program for refreshing his or her knowledge.

*A university graduate who has a degree in an area other than business administration.

The International Open Conference on Business and Public Administration (IOCBPA) seeks to bring together scholar students, researchers, and professionals from both academia and industry with an interest in the fields of Business and Public Administration. The IOCBPA will provide a unique opportunity to discuss both theoretical and practical challenges and to exchange and share experiences and research results about all aspects of these fields. Any researcher or professional interested in either Business or Public Administration Disciplines around the world is welcome to attend the IOCBPA conferences

The IOCBPA is a virtual web-based conference. The participants will be able to present their articles, and the attendees have the possibility to attend all conference sections from a distant location. This means that participation in the conference does not require any traveling; attendees and authors can participate in all conference works from their location. The system is user-friendly and no previous experience or expertise is needed from participants or attendees. All articles will be presented in web-based poster sessions. This IOCBPA international open conference was established in 2014 by HOBA-HELLENIC OPEN BUSINESS ADMINISTRATION and HELLENIC OPEN UNIVERSITY as a new forum for the presentation of advances and research results in the fields of Business Administration and Economics. Starting in 2016 the conference is organized jointly with the HEBEI UNIVERSITY OF ECONOMICS AND BUSINESS of People’s Republic of China; since 2017 IOCBPA is supported by the UNIVERSITY WITHOUT BORDERS, KUBAN STATE UNIVERSITY (Russia), and MAHARSHI VEDVYAS INTERNATIONAL VIRTUAL VEDIC UNIVERSITY (India). The conference will bring together leading researchers and scientists in the domain of interest (business and public administration) from around the world, while the graduate students will also have the opportunity to present the results of their research work.

All conference articles must be in English. Articles in any other languages are also accepted if they are accompanied by a summary in English.

Researchers, professionals, academicians as well as industrial professionals from all over the world are invited to present their research results and development activities in all areas of Business and Public Administration. Topics of interest for submission include, but are not limited to:

Only papers in English will be considered for publication in the EAST-WEST JOURNAL OF ECONOMICS AND BUSINESS, The HELLENIC OPEN BUSINESS ADMINISTRATION Journal and The UNIVERSITY WITHOUT BORDERS Journal of ECONOMICS & BUSINESS. Submissions to any of the 3 journals by conference participants will be free of any submission or processing fees.

Authors will receive a Certificate of Participation.

Attendees who will not present an article (e.g., professors and undergraduate or graduate students) will receive a Certificate of Attendance.

Abstracts are invited for presentations and must be submitted by e-mail to: hoba.eap@gmail.com

Abstracts must be submitted in English.

The abstract will be the sole criterion for reviewers to decide the acceptance (or not) of an article for presentation. Thus the abstract should clearly communicate the objective(s) of the work, the results and their significance, and the advancement over previous work(s). Original and significant work is a prerequisite for article acceptance.

Submitted abstracts should be between 200 and 250 words and may only be submitted by e-mail (hoba.eap@gmail.com), no later than Monday 26 February 2018.

Authors of virtually presented articles will have the opportunity to receive and respond to comments and questions that will be submitted by attendees or other authors.

A poster is a visual presentation of an article, prepared for viewing by those attending the conference.

All accepted articles will have the same publication opportunities (see “Publication of Conference Articles”).
